@hollywood...what tidefan said. Depending on your rom (even stock) as long as your rooted you can edit the services.jar and stop the throttling. Its built into apex 1.4.1

Thanks for explaining the rooting a phone in plain English. About the warranty, you mentioned that it's voided once the carrier finds out. Should I have to bring the phone in for service, could I just unroot it before sending it in, if that option is possible?

Yes, you can unroot or better yet SBF flash it to stock before VZW ever sees it
