Verizon is evidently showing an old Android build (or just guessing, maybe). By pressing exact locations on my screen when compared to the Verizon shots, I was turning on and off silent mode...
Below is my About Phone for reference, since they change the menus with every Android update:

Flip the screen to scroll all the way to the bottom, and applications *should* be the top selection
(the only menu option NOT shown in these 2 screenshots is Accounts, which is between Location & Security and Applications):

Development is now closer to the bottom of the screen than the Verizon link I posted above shows:
