Unable to check for system updates via wifi

Hello. My understanding is that you can only check for system updates via 3G or wifi. I do not live in a Verizon 3G area and therefore have to rely on wifi, but I have never been able to check for system updates via wifi. Yes, I've checked and the "Sync over wifi only" is unchecked, but I still can't do this. When I go to "About Phone", the "System updates" tab is grayed out and can not be selected.

Does anyone know how I can get this to check for updates via wifi? My wife has a D2 and has the same issue.
