Try "Setting Profiles" in the market.

Tasker, a little complicated but well worth it.
Locale. Expensive but not to complicated. Lol

Tasker is by far the best option, but it's also by far the most complicated. You can do amazing things with it, though; truly 22nd-century nerd science fiction-type stuff. I read a blog article somewhere about how a dude got his phone setup to start reading off his grocery list when he walked into the grocery store with Tasker, including holiday shopping reminders like reminding him to buy fireworks for the 4th of July.
Sure, go to the market and grab CCH Cuztom Car Home. It has both of those settings available when yo set up preferences. Ive been usung CCH for over a month...extensively and love it.
For turning on Bluetooth and doing stuff when you're docked, Tasker is just as easy as Locale and a lot cheaper.
Doing stuff like turning no your wifi within range of your house, and setting locations - well, that's tricky.
Ok so after some research I downloaded tasker. Any advice on how to accomplish my needs within the program?
Open up tasker, click "new" to set up a new profile
name it "Car Dock Mode"
You will now see a "First Context" menu, select the option "state" and then select "docked"
you will now have a pulldown menu that asks for "Type" and is defaulted to "Any". Pull down the menu and select "Car" and then select "Done"
You will now be in the "Task Edit" Screen
Click the "new" option in the top right corner, name this task "Car Dock Enter"
Click the "+" sign in the bottom left, and then select "Net" and then "Bluetooth"
In the pulldown menu select "On" and click done
Click the "+" sign in the bottom left again, and then select "Misc" and then "GPS"
In the pulldown menu select "On" and click done.
Now click "new" again in the top right and name the new task "Car Dock Exit"
Click the "+" sign in the bottom left, and then select "Net" and then "Bluetooth"
In the pulldown menu select "Off" and click done
Click the "+" sign in the bottom left again, and then select "Misc" and then "GPS"
In the pulldown menu select "Off" and click done.
Click the "Done" button on the bottom of the screen, this will bring you back to the "Profiles" screen
Click on the "Car Dock Mode" profile, it should expand down, click on the car dock enter task (It will have a green arrow by it)
Select "Add Exit Task"
Pull down the menu that says "Anonymous" and select "Car Dock Exit"
Select Done
Hit Apply
And you should be good to go!
Just leave BT and GPS on all the time. They don't consume power unless you are using them. And I'm only using them in my car......
Seriously, I leave them on all the time and see no battery drain.
