Still a no-go unfortunately.
Are the permissions the same?
tappin' on the Nexus 7
Is it no sound. Or is it the volume level. I know most of the time I could never get my sound to work until I changed the volume level.

Hey, Read these.--------------> "GUIDELINES OFCONDUCT"
The permissions suggestion was a good one. I hadn't switched that. The rest of the files in the notifications folder (all .ogg files) are rw-r--r-- I also noticed that the owner and group of the files differed so I aligned the .mp3 (both "0 - root").
I turned the volume up across the board and tried again. Still no sound.
I should note that once I changed the permissions, owner and group of the .mp3 I tried the bootanimation.zip with the dead.txt featuring the s line above and then below the p line.
I did not chance the permissions, owner or group of the bootanimation.zip since it has been playing.
Just to note on the X2 the sound during boot ani must be in .ogg also... don't know if that's the same for you guys.

I'm under the impression the Droid X can use an mp3 but maybe I'll change it to an .ogg just in case.
It can be an mp3 on the X. I've changed mine numerous times. ROM I'm on now doesn't support boot audio.

Well I asked the ROM developer if this ROM supports boot sounds and he said yes but maybe I should check with a known-to-work setup.
Always a good idea. I can't count the number of times I had something setup right and it didn't work just because my info (or memory of what else had changed) was wrong.

The fastest way to learn is to break something. The learning comes with fixing it again.
