Lost phone - turn on remotely?

I've read here or there about apps to track a lost phone. I have GPS tracker installed, and can SMS-activate the tracker, which is cool. But as near as I can tell, no app can deal with a lost phone which has been turned off; i.e., no way to turn the phone on remotely. Is that correct?

You can but the app would have to be installed on the phone already.....if this is the case then you can,
