We never even saw a build for jelly bean.. And since development for the DX has completely stopped.. I seriously doubt it'll happen.

I was curious if KitKat might be different, given it's supposed to be focused on lower-end devices as well (512M+). But, DX is probably to much of a stretch.

if kitkat is too different from gingerbread, the gingerbread kernel and moto hardware drivers will not work.
The devs that were working on Jellybean for DX, couldn't even get it to boot.

I wonder what the X has that keeps it from being updated.

Its 3(?) years old. And if phone companies were going to update all their phones with the latest software it would be nearly impossible, so the older ones get cut for the newer ones.

And it forces you to upgrade. So they get more money.

The X had 7? updates, that is several more than the D2, D2G, X2, and D3. Motorola is not willing to invest more money in writing new drivers and kernels, when they would rather that you buy their new devices. There are several newer devices that didn't get ics either, D3 and older.
If kitkat does run well on less memory, may see a custom rom for the DX2 or D3, but development has stopped on those devices as well, and nether got a good ics rom.
I believe the bionic and D4 are listed as no further official updates. both currently jellybean.

Any Moto devices that receive an official update to Kitkat will not be rootable. see Google Taking Aim at Device Modders in Android 4.4 KitKat ? xda-developers
