I don't know about best, but I'm waiting for the RAZR HD.
Been sitting on my upgrade for a few months trying to resist the urge to get a new phone now. I always seem to upgrade right before the next best comes out, so this time I'm making sure I get the timing right.
Well there will always be the next big thing.. blah blah blah everyones heard that speech before.
But as of right now.. the s3 is the phone that is and will be the next big thing for a long time.I don't see another phone topping it for a while. Sure the note 2 will have quad core.. but whats the point, its a cell phone and has no need for that much.
I see the s3 being the only phone that anyone should have waited for.

It took holding an s3 for about 3 seconds for me to realise it's not for me. I don't care if it's the top performing phone right now or not, it still feels like a cheap plastic POS.
Well it seems like most people agree on the CURRENT best phones (droid razr and galaxy s3) with s3 being more unanimous as the best.. But thats not really the info im after.. What I want to know is:
When are the RazrHD and the Note2 supposed to be released?
And
What OTHER 'top of the line' type of phones are upcoming to keep an eye out for?

Verizon is holding a press conference today to talk about the RAZR M and possibly the HD.
To be honest if you like big-screen devices the HTC "DLX" as its being named as of now is by far the most intriguing device.
The hardware cycles continuously so its hard to tell which will be the best. But based on the leaks that people have seen of this phone it will absolutely scorch anything else out there and is expected September/October.
If you search for DLX on Droid-Life you get lots of tantalizing info - here's a good story:

Hardware-wise, it looks like its going to absolutely just destroy everything out there, probably until 2013. 5", 1080p screen. Snapdragon Pro (quad core - basically two S4 duals soldered together so potentially twice the power of the current S4 lineup like the GSIII for apps that take advantage of it) also Adreno 320 GPU (nothing has that out currently) there is leaked benchmarks of this device that just utterly destroy anything else out there.
Here's the benchmark/device report:

It is definitely headed to Verizon based on that.
While the Note 2 has some advantages (standard design cross-carriers = encourage development. May also have double the RAM as we haven't heard if HTC is stepping up to 2 GB in the dlx) it lacks the screen (size is similar, however 720p vs 1080p) and the S4 Pro with the Adreno GPU would utterly destroy it in performance. Even with the latest Exynos quad... the S4 Pro is manufactured in a smaller nm process so it is more efficient and uses less room, plus the LTE chipset is fully integrated (don't know if it is or isn't with the Exynos... regardless its well tested already). Basically its ridiculously powerful for a smartphone.
