charger amperages ???

so a few people have posted that their android phone told them the amperage of a charger, another words, a charger was advertised 1 amp but their phone said it was only getting 500 mAmp. does anyone know if that was a function of their individual
( non Droid X ) phone or is their an app that can tell you ? I have searched the forums and not found anything about this.I think they said theirs was an Incredible.

Batteries (or actually whatever is managing the charge) will step down the voltage they can take in as they get closer to 100%. ie. you will not be pushing 1 amp from 0-100% . But a charger made for X battery or device may read the voltage differently and back off the charge.

I realize the phone will ask for less amperage when the battery has a good charge.what I want to know is how do you find out what amperage the phone is pulling/ the charger is giving out.some people can find out on their phone.droid incredible I think.I have the droid x.
