    What exactly is "Background Data"

I have this enabled, but I'm not really 100% sure what it's doing for me. It says some things would still run in the background if I turned it off. I only care about gmail syncing automatically, that's about it.

Should this be off to conserve battery?

Background data is anything that is syncing or updating constantly. Widgets, Facebook notifications, weather apps, news apps, etc all update on their own in the background. And yes it uses more battery.

Would gmail still receive emails if background data is off? What about Google Voice notifying me of voicemails? Those are the only two apps I want notifications for anyway

Your gmail will not notify you when you get an e-mail unless background data is on. If you use the stock power control widget or extended controls you can have a button on one of your home screen to turn this on and off quickly. Its the arrows in a circle icon.
