The latest version of DVD Catalyst 4 (4.0.2, free upgrade for dvdcat 3 users) has a new Droid X HDMI profile, which can be used to convert DVDs as well as higher resolution MKV files. I noticed in one of your other posts you were using a screen resolution of 720x400. By selecting a profile, there is no need to actually change the resolution.
For comparison purposes, I added an article on my website that has streaming video clips (transformers 3 trailer) encoded using all the differetn Droid/DroidX/Droid2 profiles.

Why do 2 passes for video mode? I am wanting to rip a blu-ray mkv file to watch via hdmi on my 40" LCD

I have had great success using DVD Catalyst! It turns out, this whole time, all I've needed to do is adjust the bitrate up higher. For the longest time, I was going on a hunch that a higher bitrate was what makes it choppy. I got that idea after reading DebianDog's post on here. That person couldn't be more wrong.
Here's what you gotta do: Using Tools4Movies' DVD Catalyst 3+ pop in your DVD of choice. Under "video player device" select Android, and then select Droid HQ2 and then click Modify. Try to get the Player Screensize closest to whatever the source is.
For example: when I was ripping episodes of "The Office," I used 720 x 400 and it came out perfect. Some wider-screen movies will be closer to 720 x 320.
Now you want to set the "Video quality (Kbps)" to at least 2000. With that setting it'll be at least watchable. For better performance go to 2500. And to make it look pretty darn good during playback, select 3000. Do 2 Passes for the Video mode. And maybe set the framerate down a notch or two, or leave it as-is.
This came in handy when I went on vacation to Cali and we wanted to watch movies when we were chillin' in our hotel room that happened to have a flat-screen with HDMI input. This truly is practical, despite what Kieran said earlier about "there are easier ways to stream video". Yeah, well not while you're on the go.
I'm just guessing, but if bumpint the res up to 720 made it less choppy, then maybe the choppieness is when the phone tries to convert non720 to 720 on the fly as it outputs via HDMI.

the Droid X can play full-res (854x480) video perfectly fine if encoded using the proper settings (h264 video, aac audio) even at bitrates of 3000Kbps. It works for me without any issues. There are some roms that are tweaked/clocked so much that can cause playback issues. I am running stock rooted.
I even managed to play HD video (1280x720) using the build-in player, but unfortunately, it will only accept video at a framerate of 24fps, and even then it looks a little jumpy.

So does droid catalyst work for encrypted dvds and blu rays? Also would it work for getting movies onto a galaxy tab?

DVDs work without the need of additional software, however for Bluray, have a look here:

thanks for rockplayer, I messed around for months changing to mp4 just so I something to watch in waiting rooms. This is too easy, just remember to change phone setting from window media sync to mass storage.
