This is a public beta by M.I.T.
Log in with your Google account.
You'll need to do some reading and make sure the proper software and drivers are installed on your PC.
Hit the "explore" button to read up, then the invent tab to create.

I got a chance to play around a bit, I now understand why, when a new app comes out, there are so many revisions by the dev, there is always something to add or tweak.
Now, I'm not a dev by any stretch, don't have the time for it, but I like making stuff for my own devices, and don't mind sharing (check out the links in the last line of my sig for stuff I've made)
