Looking: app to xfer files to/from computer via wifi (phone created wifi, not existi

Im looking for an app that can create its own wifi network and any laptop can connect to and upload/download files to/from without having to install anything on the laptop. At work I use my phone to tether my laptop; however I do not connect both to my work wifi server so Android Manager for instance wont work; nor will any of the ftp servers Ive seen.

I can do what I want currently using barnacle wifi tethering to create the connection then Websharing v1.6.1 to create the server and login via Firefox on the laptop; but Im looking for a program that can do both together possibly (without having to install proprietary software on laptop like Android Manager).
