I've been running CM9 on my phone for about half a week and have been noticing decreased battery life compared to when I was running the debloated stock ROM. I would like to try the smartass governor to see if that helps, but I can't find it. Is it possible to install smartass (or any other governor for that matter) in cm9 and does anyone have a link to the zip?

You can install Wiz's Boot Menu. It has all the governors built in. Don't have a link handy but you can find it on Goo.
