10.17 mbits (megabits per second) is 1333 kbs (kilobytes per second) which is why you try to limit your rips to around this number. Anything above that could cause your phone to stutter. And if your encoding format is half way good 1300kbs should be more than enough to watch videos on your phone ;) Blown up on a 50" TV.... meh not so much. But it should not be horrible. Remember a BluRay can be up to 40mbits so you will never get that level of quality to play on your phone.

No, not on this current phone. It seems mobile technology is growing very rapidly though, I don't doubt over the next few years we will see even more amazing developments.
