What is the easiest wat to take a music video, stored in the gallery, and convert it for use as a ringtone?

might not be exactly what you were looking for but here's an app for video ringtones
Vringo: Video Ringtones - Android app on AppBrain (http://www.appbrain.com/app/vringo%3A-video-ringtones/com.vringo.client)
Never tried it, but it has a feature of letting you create your own videos

To do it on your phone might be a bit tricky, but if you transfer them to a PC, you can use the following guide:

While it should be possible to do it on the phone, I think you can get better accuracy for the portions you want when using a PC to do it. Audacity (free) works pretty easy for that.
