As I read up on them they seem to be almost the same thing.

The ROM is your operating system, a theme is customization of the ROM

A ROM affects how your phone operates... a Theme effects how your phone Looks.

Is there a place other then market or Appbrain where I can browse Roms? Also, can you suggest good roms to improve performance?

I would love a droid x rom breakdown w benefits, etc. as well as a theme breakdown w benefits.. but written for idiots such as myself. Who doesn't no deoexed from non deoexed or whatever else..

if you look at it in car terms, installing a ROM would be like putting a new engine in your car...still gets the car from A to B, but faster or more fuel efficient...a THEME would be like adding a body kit...
